Why is this role important?
Contribute senior technical expertise to CIHI’s SAS user community. Provide support and expertise relating to best practices for SAS program coding, SAS-based report generation, query performance tuning, data analysis and database access. Support CIHI’s technical SAS environments. Assist in the planning of backup and recovery procedures and processes, performance monitoring/tuning and security policies and procedures. Respond to degradation of SAS server performance. Provide consulting support to SAS users, including effective utilization of SAS resources. Formulate the necessary policies and procedures affecting management of the SAS environments; adding SAS Administrator support to all corporate initiatives involving SAS through change propagation; query design and other tasks as assigned.
What you'll do
1. Provide technical expertise to CIHI’s SAS user community:
• Communicate coding best-practices to SAS users through effective mentoring and knowledge transfer strategies
• Perform SAS code reviews for users as requested
• Work with project teams using SAS technology to ensure deliverables meet business, functional and technical requirements
• Maintain current knowledge of advancements in all areas of SAS technology
2. Support CIHI’s Information Security Management System (ISMS) through the implementation, management and/or monitoring of required Information Security controls.
3. Participates in key ISMS processes as required, including but not limited to Risk Management, Audit and Assessment, Monitoring and Reporting and Patch & Vulnerability Management.
4. Act as liaison between ITS and CIHI’s SAS user community; proactively respond to emerging user needs.
5. Monitor SAS environment performance and responds to any degradation to ensure that user deliverables are being met. Identifies areas of improvement to Management/Senior Management.
6. Lead the resolution of SAS-related technical issues. Includes working directly with SAS Technical Support and internal IT resources in the resolution of said issues.
7. Work with Database Administrators and IT staff to define data access rules as well as in the planning, implementation, maintenance and support of security controls.
8. Participate in the development, maintenance, testing, and implementation of backup and recovery procedures for CIHI’s SAS environment. Provide input on the maintenance and support of the corporate disaster recovery strategy.
9. Provide SAS Administrator support to all initiatives involving SAS through change propagation; query design and other tasks as assigned.
10. Provide senior-level advice to the Manager of Technology Services on the selection of SAS related software and hardware. Participate in the development of the overall corporate SAS usage strategy.
11. Lead SAS-related resource capacity estimates and planning exercises.
12. Ability to meet occasional off-hours support requirements or variable work hours and provide on-call services as needed.
What you'll bring to the table
• Bachelor’s degree in computer science or equivalent education/experience.
• Minimum 5 years’ experience as an Administrator in a SAS server environment or as a senior SAS developer.
• Solid SAS programming (BASE, Graph) and administration skills. Solid conceptual and architectural understanding of SAS Access, Integration Technology, Metadata server, Enterprise Guide and Enterprise Miner would be preferable.
• Experience with SAS 9.4 in a multi-tier Windows environment (installation and configuration)
• Experience with a SAS environment using the following SAS products or solutions:
SAS Display Manager (Base SAS)
SAS Enterprise Guide
SAS Studio
SAS Management Console
SAS BI Web Services
SAS Stored Process
SAS Data Management Studio
SAS Enterprise Miner
SAS Visual Analytics
• Advanced SAS-related technical problem solving and planning skills.
• Working knowledge and experience with Oracle 11g.
• Direct hands-on experience, or at a minimum exposure, to very large database environments.
• Knowledge of analytical and statistical methods and techniques is a definite asset.
• Knowledge of Powershell, R and Python as assets
• Experience in data warehousing and decision support systems development is an asset.
• Excellent interpersonal skills and communication skills, both written and oral with the ability to communicate effectively with users, management and technical staff.
• Ability to effectively prioritize competing tasks and handle workloads associated with peak periods.
• Quick learner and curiosity are also be valued.
• Ability to fulfill occasional travel requirements (Ottawa – Toronto).
• Fluency in both official languages is an asset.
