Resource Planning Manager

We are ready to take this game to the next level and need a passionate Resource Planning Manager to oversee and develop the digital resourcing framework and manage resources (across the digital division ensuring that the solution and release trains can smoothly execute on planned activities in a coordinated fashion. This includes ensuring that dependencies across the digital labs and across OLG dependencies, constraints and risks are recognized and resolved through cross organizational collaboration and escalation as required for successful delivery of value to OLG and the customer. .
YOUR ROLE IN THE GAME
Reporting to the Senior Director & Agile Lead, you will be empowered to:
Develop the Digital resourcing framework and manage resources
Maintains an accurate and current view of the digital labs, at the individual lab, product, and solution (cross-division) levels, including:
A real-time view of resources (people, technology and finances), both those dedicated to labs and the labs’ shared resource requirements (sequencing and scheduling) in sufficient detail to identify dependencies and resolve collisions across labs within Digital and on cross-OLG delivery collaborations
Information required to support discussion on prioritization discussions at quarterly business review of the portfolio by digital leadership and other audiences (e.g., OLG senior executives as required)
Provides the resource management perspective in product and solution increment / (product) release and solution train planning ceremonies
Responds quickly as changes in requirements of delivery context arise, proactively identifying scheduling conflicts, identifying mitigations / approaches for labs to maintain velocity and delivery of their value streams
Orchestrates effective use of shared resources across the labs, with the goal of identifying optimal deployment of resources to the activities that will generate the highest business value
Supports departmental and divisional lab planning and reporting, what-if scenario development, benefits realization scheduling and other needs (e.g., from divisional leadership) as required
Develop reports, presentations and insights on resource capacity and utilization in sufficient detail for Product Owners and the digital leadership to make data-driven decisions accurately and confidently on deployment of resources or requests for funding to deliver value
Support the labs and digital leadership in providing the required information to inform day-to-day tactical decisions
Develop, maintain, and partner with the Digital Planning & Performance (P&P) and labs to ensure adoption of management and tracking across labs
Support digital and corporate planning activities, consolidating and providing information, analysis, and insights on the integrated view of resources and value realized across the digital portfolio as needed, providing information at the appropriate level for discussion and decision-making
Perform financial and contract-related administration as a flex resource
Establish Critical Relationships & Communication
Works closely with People Managers, Product Owners and Scrum Masters to maintain an accurate view of the resourcing requirements and capacity across labs for current and forecasted lab activities
Escalate impediments and collaborate with Product Owners, Scrum Masters, the Release Train Director, Digital Leadership, and other stakeholders (as required) to resolve risks and issues
Collaborate with the Enterprise PMO (ePMO) and other planning functions at OLG to share information regarding resource dependencies, constraints and risks can be predicted, analyzed for potential implications, and optimally resolved.
Develop, implement, seek adoption, and maintain resource capacity tracking and forecasting framework methodology, processes, and tools, working with scrum masters, Digital P&P and ePMO to streamline the collection and roll-up of shared information
WHAT YOU NEED TO PLAY
Work Experience:
Minimum 5+ years of experience in project/program management, 5+ years of experience in portfolio management is desirable, 3-5 years of experience in agile methodology is preferred with exposure to release and solution train engineering desirable, Cross functional business experience preferably across multiple departments in an organization is valuable.
Education: Bachelor’s degree in any discipline. Master’s degree in business administration/management is preferred.
Knowledge: Product Owner/Scrum Master, PMI-Agile Certified Practitioner or equivalent experience preferred, Knowledge of agile software development (for digital BU), Ability to interpret Agile planning outputs (e.g., story point estimating, Kanban boards, release plans, value stream maps) with a view to extracting and aggregating information to the product and solution level, Knowledge of Jira and other collaboration tools (e.g., aha, kanbanize, planview) for agile management and planning, Ability to translate Agile planning and measurement outputs for value stream mappings within digital and translate into more traditional waterfall planning discussions with other business units and the support services across OLG as required, Training in Analytics is preferred but not mandatory, Agile methodology experience preferred, Experience in resource and release planning at the portfolio level using MS-Project to support ePMO interactions is desired but not mandatory. Demonstrated experience with managing resources and understanding skillsets required for digital delivery an asset.
